The Doomsday Vault is a monument, a huge underground facility, that helps Shelters in your city to work more efficiently. It allows all Shelters to stockpile more water and food, and to raise their capacity a bit.
The shelters can spawn buses to evacuate cims over longer distances and with greater speed than moving on foot. The small shelter provides 5 buses and the large one provides 10. The player must create evacuation routes for these buses in the same manner as regular bus routes, but using the tool from the shelters.
