Cities:Skylines has a four-tier education hierarchy, and all citizens and jobs have a rating upon it. Assuming other conditions are met, educated citizens will have their homes upgraded to higher building levels, and will be able to get better, higher paid jobs in your commercial, office and industrial zones, helping those zones to level up also. The four levels of education are uneducated, educated, well-educated and highly-educated. An overview of the state of education in your city can be viewed by clicking the education interface.

When the first citizens move in to your fledgling city they will be uneducated and fit for only the most menial of jobs. Luckily a little investment in the education infrastructure of your city will produce you a populace of well-read intellectuals which has many benefits.


There are three education level buildings in the game, each providing education for citizens of different ages. Proximity to educational buildings will also make residents happy.

Your citizens will have the best chance of a good education if the city-wide educational capacity at each level is kept at or above the numbers of eligible students. The Hadron Collider monument makes all education buildings unnecessary, as it single-handedly provides more education than your entire city could ever need (1 million capacity at all levels).

The community school, Institute of Creative Arts, and the Modern Technology institute (Green Cities DLC) all support fewer students, but a larger area, so they are more suited for less densely populated areas.

Students will travel to and from their places of education. It is therefore important to have good transport connections to these buildings.

Budget and policies[edit]

Like other services, the education budget can be adjusted between 50% and 150%.

Education Boost.png The Education Boost policy will encourage citizens to prioritize education over employment. At a cost, this will raise the average education level your citizens achieve.

Schools out.png The Schools out policy results in only a small portion of the eligible citizens going to study in the university.

Educational blimps.png The Educational Blimps policy places educational posters on the sides of blimps, which boosts education slightly with no extra cost to the city.


Every job in the city will be assigned an education level, and business will complain (and eventually move out) if they cannot source workers with sufficient education. Higher level buildings will require more educated workers. Cims will take jobs below their education level if nothing else is available. Inspecting a commercial, industrial or office building will show the educational requirements of the building's jobs and to what extent they are filled.

Players can choose to deliberately under-provide educational services in order to ensure an adequate supply of workers to fill low and medium-skilled occupation/job sectors.


Educated citizens generate less garbage than uneducated ones.
